
The Artic Armor was constructed for Devon by Rebecca Charles of the North River City Branch of Omega Corp. Even though Devon's kinetic speed aura gives him some protection from cold, being in extreme cold for too long definitely has an effect on him just like any other person. The Artic Armor while protecting him from extreme cold also allows him to face off against cold wielding villains like Permafrost and Doctor Freon without fear of being frozen and taken out of commission fast.
Every once in a while the U.S. Government calls on Blaque Stallion and Premiere Justice for covert operations missions. These missions consist mostly of recovering stolen documents, procuring documents/intelligence or sending information to spies in the field. At first Devon would simply use his Blaque Stallion uniform but he stopped for several reasons. First off the bright gold trim on his outfit wasn't great for being obscure and blending into the darkness, secondly the suit lacked sufficient storage space. The government designed a covert operations suit for Devon that was much more fitting for covert stealth missions.
Devon's Hydro Gear was created by Rebecca Charles of Omega Corp after Devon's run in with Tryton, a metahuman who took to living under the sea with a colony of merpeople he discovered on an underwater expedition.
During a recent team up between Hypernova 00 and Blaque Stallion III they fought against a warrior known only as Baalrox. Baalrox was a super strong, powerful member of the starfaring race known as the Tarox who's sole goal was to conquer. To that end he was sent to Earth to conquer and plunder it after the first failed invasion a few years earlier. Hypernova 00 was the appointed protector of Earth and therefore he was seen as the only real threat to the Tarox Invasion and was to be eliminated first. 

After Devon gained super speed rescuing Ron Jackson (Blaque Stallion II) and saved the city, Ron offered him a chance to become his super speed partner. Devon's dream was to fight by the side of his favorite hero and best friend so of course he accepted, but he was determined not to be a carbon copy of Blaque Stallion.
He was out to carve out his own legacy as well but first he needed a name. After going through countless possibilities including Kid Stallion and Blaque Pony, Devon finally settled on Kid Colt. Although it was a little redundant Devon liked the sound of it and thought it was a great fit. Initially Ron had Devon using a replica of his costume but Devon wanted something different.
So he began to design his own unique look whenever he had a chance to. In class, on the bus, in the middle of battle, whenever he could. A few weeks later he had finished his design and Ron whipped it up for him right away. The suit still used the color scheme of black and gold but instead of a covered cowl, his afro was visible. He also modified the goggles (a look he would keep when he became Blaque Stallion) to look sleeker and less bulky and added flared gloves. He liked the costume so much that he toyed with modifying it slightly and using it even when he became Blaque Stallion but he preferred something that would show that he finally had grown up.
1) The suit was made of the same material as Blaque Stallion's which made it heat reflexive and heat radiant as well as aerodynamically sound.
2) Goggles while modified to look sleeker still sported the night vision goggles and infrared heat sensors that Ron's did.
3) A police band is built into the cowl.
4) Featured a pimp fro that he sported throughout high school until his girlfriend at the time started to braid his hair.
Devon was lured into full-fledged combat with the Glue Factory after they randomly started attacking North River City and it's citizens. The Glue Factory (consisting of Blaque Jackal, Fauna Flora, Miss Vertigo, Everest, Tripwire and Raze) set up the perfect plan.
While Blaque Stallion was busy putting out the fires created by Raze, Miss Vertigo caught him off guard with a shot of her "vertigo effect" and sent him flying off balance into a flurry of super speed punches courtesy of Blaque Jackal. Blaque then tumbled over the into a mass of thorny vines under the control of Fauna Flora.
Blaque quickly spun at super speed cutting away the plants but immediately afterwards was hit with a powerful blast of fire breath by Raze. Only his natural resistance to friction and his high velocity super suit kept him from being burnt to a crisp. He still felt the heat however and he went stumbling into a series of Tripwire's mines.
With his feet and ankles on fire it was the Man Mountain's time to shine. Everest picked up Stallion by his right arm instantly snapping it and then proceeded the beat The Stallion to a pulp. Believing the man to be dead, the crew then went to work razing the city.
Rebecca Charles (following the tracker in his suit) managed to find him and bring him back to her lab where he could rest and heal. A few hours later Devon awakened to a city covered in flames. Hypernova 00 and Curtis Powell (the first Blaque Stallion) had been doing their best to try and fight off the villains, but Hype was a rookie, and although Curtis had a few tricks up his sleeve he also stood no chance against the combined might of Devon's foes. They both fell quickly. Devon seeing this and knowing that the city had no chance without him threw back on his tattered costume. Rebecca knew that he was in no condition to face them but also knew he was too stubborn to back down. She gave him a cast that protected his entire right arm while allowing him the ability to still use it. It also was processing his kinetic speed energy and channeling it towards speeding up the healing process of his right arm.
Blaque now adequately protected then went back into the fray. Now that he was aware of his opponents it was simplicity to use stealth and diversions to take them down one by one until only his arch nemesis, Blaque Jackal remained. Devon was in no condition to face off against Blaque Jackal head on but he had no choice if he were to stop the destruction and bloodshed. The two speedsters circled each other, both waiting for the other to pounce. The Jackal (the self-proclaimed hunter) was the first to act. He lunged at the Stallion and hit him with a barrage of blows destroying part of his goggles and cracking two of his ribs. The Stallion tumbled backwards and back to his feet holding his injured ribs. He was hurting and he knew that he needed an edge. He waited patiently while the Jackal circled him again. Jack was having fun and Devon could tell. He was underestimating the Stallion and that was his biggest mistake. The Jackal lunged again but this time Devon was ready. He sidestepped the next flurry of punches and sent his metal cast into the Jackal's knee. The Jackal screamed out in pain. Devon had evened the score just a little bit.
The Stallion drawing on his training with Ron and his brief foray into high school wrestling knew that he couldn't give the Jackal a second to recuperate. Devon then went to work on his knee kicking it a dozen times before Jackal hit him with a hand spun whirlwind that him flying backwards into a brick wall. Devon only needed a second to clear his head but Jackal (who was surprisingly spry in spite of his injured knee) pounced on the Stallion and hit him with a another volley of punches. Devon managed to block the full brunt of the blows with his cast all the while wondering why he was letting the Jackal get the best of him. Was it fear? Intimidation? Devon had the advantage in the battle from the very beginning. Devon had had years of training and knew countless tricks that Jack couldn't begin to understand. With Jack closing in on him again, Devon spun his leg around with a low kick taking Jackal off of his feet. Devon then threw his hands down at the ground with such force that it opened up a small chasm in the Earth and sent the Jackal flying back on his back. With the Jackal wounded and winded Devon then hit him with couple hundred punches with his metal cast effectively taking the fight out of Jackal. With that Devon had beaten back his would be murderers and saved North River City once again.
1) The cast was reinforced with steel and an unknown substance that absorbed the brunt of any blows that hit his arm.
2) Technology in the cast is attuned to his kinetic speed aura and sped up the healing of his arm.
3) Cast was also effective as a weapon.
This speed armor was first used when Blaque Stallion II, Ron Jackson was kidnapped by one his archnemesis, Doctor Freon. Devon had not yet been told about Ron's double life as the Blaque Stallion and he was concerned when Ron went missing. After the police throroughly searched the house, Devon decided to do a little sleuthing of his own.
Poking around the house he found a secret underground lab trigged by pulling a lever on the fire place. This was where Ron did all his work as the Blaque Stallion. Devon was excited and a little angry at the secret that Ron had been keeping but first things first. He had to find a way to locate Ron and help him.
While nosing around Devon discovered files explaining how Ron had become the Blaque Stallion and a secret room that contained several different prototypes of suits designed for special situations. It was there that he found the Speed Armor Prototype. Knowing that he had to help Ron any way that he could he donned the speed armor and in no time he was speeding off after Ron using the homing device located in the head gear. Devon found Ron a few miles out of the city in Freon's lair and immediately went to work.
Although he wasn't classically trained in the offensive aspects of speed (his offense could be likened to a Tazmanian Devil) he gave Freon and his goons a run for their money. He overlooked a booby trap however and a jagged ice dagger penetrated a vital part of the suit sending Devon into overdrive. He quickly freed Ron, beat down Freon's goons and then escaped from the warehouse all before the suit exploded in a burst of speed energy throwing Devon into a coma. Ron then raced Devon to the hospital under the cover that he had been hurt in the crossfire with some villains. Weeks later Devon would awaken and help rescue Ron yet again under his own power (the explosion of the speed armor had given him the gift of speed as well) and become Ron's official sidekick, Kid Colt.
The armor itself was a highly experimental suit designed to absorb and store ambient kinetic speed energy in case Blaque Stallion ever found himself robbed of his abilities.
1) The absorption panels on the gauntlets, shoulders, and knees absorbed the ambient speed energy and filtered it into the armor.
2) The helmet and goggles included technology that could track down any person using kinetic speed energy (in case a villain had somehow stolen his speed and was using it elsewhere), they also had night vision and infrared heat sensors built into it as well. It's most important feature however was the ability to simulate "full throttle" for a normal person. Basically it slowed down the view of things and allowed them to process information just as a normal speedster would.
3) The armor itself was built of an experimental material that through a series of coils filtered the ambient kinetic speed energy from the absorption panels into the suit.
4) In order to protect the wearers joints and ligaments the suit was specially cushioned.
This second version of the Speed Armor Prototype actually was not created until well after Ron was believed to have perished and Devon had taken on the role of Blaque Stallion. Robbed of his powers in a plot perpetrated by Blaque Jackal, Devon found himself hopelessly outmatched against the maniacal speedster crime boss.
This actually was the first time Devon looked up Rebecca Charles for a favor. Rebecca had been one of the few people lucky enough to have been let in on the fact that Ron and Devon were the Blaque Stallion and Kid Colt, defenders of North River City. Ron had in fact gone to Rebecca many a time for advice on how to defeat a foe and now Devon needed that same kind of help.
Remembering his very first mission Devon took the damaged speed armor prototype to Rebecca with hopes that she could repair it. She did more than repair it however. She managed to streamline it making it less bulky and even reconfigured the "full throttle" simulator in the helmet for full effectiveness. She also increased the kinetic speed energy panels absorption rates by at least 50%. Devon then used the armor to take down Blaque Jackal and the device that he had used to robbed Devon of his speed.

Basically it slowed down the view of things and allowed them to see "normally" while moving at high speeds.
3) The armor itself was built from a experimental material that Rebecca managed to streamline and make much smaller through use of newer micro-technology. A series of smaller coils filtered the speed energy throughout the suit.
4) In order to protect the wearers joints and ligaments the inside of the suit was specially cushioned.
At the behest of Devon, Rebecca worked hard on getting the Speed Armor to simply be an addon to his existing Blaque Stallion High Velocity Super Suit rather than a completely different suit. This would make it much easier to change into his armor if Devon found himself robbed of his speed abilities again.
Rebecca went to work totally retooling the High Velocity Suit to act as a natural conductor to kinetic speed energy. Meaning that the kinetic speed energy absorption panels would channel energy directly into his body rather than into the suit itself. Essentially recharging him and endowing him with the energy rather than simply giving him an armor that mimics his powers. So even if a villain were to realize that the panels were what was giving him speed energy the suit would have allowed him to internalize and store the speed energy in his body still giving him powers for a limited time if the panels were to be destroyed somehow.
Devon believes this is Rebecca's greatest accomplishment as far as his suits go.
1) High Velocity suit completely retooled to act as a natural conductor of kinetic speed energy allowing the kinetic speed energy absorption panels to channel energy directly into his body rather than the suit.
2) Kinetic speed energy absorption panel enhanced 100x to allow an unprecedented amount of speed absorption feeding into the wearers body.
3) As a result of the retooled High Velocity Suit and the enhanced absorption panels a normal human not accustomed to the rigors of high speed travel and energy output should NOT use this model.
4) Even when not in use the panels still absorb energy. So if Devon were to suddenly be robbed of all his energy the suit would give him a boost.
Upon joining up with the intrepid group of heroes known as White Dynasty, Devon noticed a lack of several things that make super groups unique. The most notable was a super group uniform. If White Dynasty was to be noticed as a super group to be reckoned with they had to dress like it.
To that end Frozen Assets began work on designing a unique super group costume for the group. A few days later she unveiled them and the reactions were mixed. Fro had the misguided idea that all members should have capes attached to their uniforms and Devon flat out disagreed. Capes were the bane of a speedster because 1) They aren't aerodynamic in the least bit and 2) Capes just look stupid on a runner. So they argued and argued until finally Devon got his way. He was allowed to fashion his costume without a cape and what you see before you is the final product.
1) Suit is made of the same material used to make Devon's High Velocity Super Suit.
2) Just like the cowl on his regular costume this one contains a comm device and a police band.
3) The goggles also include night vision, and infrared heat sensors for navigating in the dark and tracking down baddies.
4) Each member was allowed to have a unique look to their uniform, being able to pick their own colors for the gloves, boots, belt and shoulders and incorporate their own symbol into the uniform.
