When Devon moved to North River City, he was both excited and depressed. The latter because the reason he and his family left the suburbs was because his father had abandoned them. The former because North River City was the home of the Blaque Stallion. An avid comic book reader and Blaque Stallion fan, Devon had a scrapbook of the hero's exploits and adventures and hoped to one day meet him.
However, by the time school had started, Devon hadn't seen a trace of the ebon-clad speedster. But when he walked through the door of Ron Jackson's active physics class he found something even better. Expecting a stuffy professor in a boring class, Devon was blown away by how interesting and engaging his new teacher was. He came to see just how fun physics could be. Mostly because everything that they learned was equated to super heroes. Ron Jackson was a huge comic book fan as well (and secretly the Blaque Stallion) and he made his class educational and enjoyable by incorporating super heroes and their powers into his lessons. To no surprise Devon and Ron hit it off right away. Devon would even stay after class and study with his teacher and even discuss current comic book events and story arcs with him. After a while they would even start hanging out outside of school; going to comic conventions, discussing theories and learning even more about physics and their superhuman applications.
Everything was going great until one day Ron didn't show up to class. No one had any idea what had happened to him and by the end of the week a full investigation was underway. Little did anyone know that Ron Jackson was secretly the second Blaque Stallion and had been kidnapped by Doctor Freon as part of a nefarious plot put in motion by Joe Luciano, the crime boss of North River City. Devon, worried about his friend and mentor, went to Ron's house to see if he could find any clues about his disappearance. Of course the home was being watched around the clock as it was a possible crime scene. So he wasn't able to simply walk through the front door. He waited until the middle of the night and sneaked in. Fortunately he found a lot more than simple clues. Snooping around the fire place Devon discovered a hidden lever that opened a spiral stair case leading to Ron’s secret lab.
Devon wondered why Ron had never let him see the hidden room as he descended the stair case but those thoughts ceased when he saw the spare Blaque Stallion uniforms and the equipment in the lab. He also spied a computer set up that would rival most government agencies. Booting up the computer he of course came across a password system. After several tries Devon, using his knowledge of Ron's interests, finally found the correct combination and the computer brought up all kinds of blue prints and specs of equipment and uniforms that he had been working on. Looking through the files he also found the origins and theories that Ron had formulated about his transformation into the fastest man on Earth. Although only possessed of a rudimentary knowledge of such things at best, after reading the notes Devon came to the conclusion that the faster than light kinetic speed energy played a part in the creation of the Blaque Stallion. Having read many a comic book origin, Devon theorized that the explosion was the catalyst and that the recombination of Ron's atoms during the accident played a part in the infusion of the kinetic speed energy in his body. While looking through the files, Devon came across the blue prints for something called Speed Armor Prototype. Across them was a watermark that said "complete". If what Devon was reading was true, Ron had somehow created a means of artificially producing kinetic speed energy and channeling it into a battle suit to be used if Ron ever found himself completely or temporarily robbed of his abilities. In the blue prints was also a tracker that could track kinetic speed energy where ever it was being used.
Devon scoured the lab, looking for any indication of where these items might be. If he was going to find his friend and save him he needed an edge that plain old Devon did not have. He needed power. He needed...speed. He found a hidden cabinet behind Ron's spare Blaque Stallion uniforms. With the pull of a small camouflaged lever the hidden cabinet opened revealing the prototype speed armor. The suit was rather large but for some reason the sleeves and leggings were adjustable. Had Ron anticipated such a moment when he might need a helping hand? Devon didn't have time to ponder such things and he quickly donned the experimental speed armor. The suit was surprisingly simple to operate (another sign of Ron's foresight?) and in no time Devon was moving at incredible speeds. In the suit he also found the kinetic energy tracking system that could track Ron's unique energy signature and he used it to race right to Doctor Freon's lair.
Busting down the doors of a massive warehouse, Devon burst into a frenzy of speed beating down every guard until he made his way to Doctor Freon's lab. Although only sixteen, the speed he was moving at gave him a distinct advantage over the guards as they appeared to be moving at slow motion to the kid comet. Breaking into the lab he found Ron's prone, lifeless form with dozens of tubes attached to him. Doctor Freon had been siphoning Ron's speed. This realization sent Devon into a fury. Devon rushed in at full speed not taking into account any booby traps that Freon might have laid. He set off a number of them, one being a hail of ice shards that flew at our novice hero. While he managed to dodge most of them, one managed to damage the suit sending it into overdrive. Moving at ridiculous speeds, Devon freed Ron, destroy the machine he was hooked up to with two dozen punches short circuiting it, and then used the ensuing feedback to short circuit Freon's zero field, leaving him vulnerable to a volley of punches and kicks as well. Not a moment later the suit overheated and exploded. Ron ran to his young rescuer's side and removed his helmet, realizing that his young friend Devon was the wearer of the suit. Although still weak, he rushed Devon to the hospital and explained to the Doctor that he had been hurt in the crossfire with some thugs. Things had happened so fast that Freon never saw the young speedster and figured that Blaque Stallion had somehow freed himself and escaped. But that didn't bother him as Freon already had everything that he needed from the ebon-clad speedster.
Devon laid in the hospital unconscious for a full week before he awoke. However, he awoke with no knowledge of Ron being the Blaque Stallion, something which Ron was highly relieved about. Even if Ron had somehow subconsciously gave his young friend the means to rescue him he had no desire to put a youngster in danger unless it was absolutely necessary. After Devon recovered everything pretty much went back to normal. That is until a few months later when Doctor Freon finally unveiled what he had been working on when he was siphoning kinetic speed energy from Ron. He had been working with Jack Luciano (the son of the crime boss at that time, Joe Luciano) in developing a way to infuse a normal human with the speed energy stolen from Ron and give them super speed. Jack's father had plans to use the method to create an army of speed warriors he could have at his beck and call. Jack had other plans however. Never taken seriously by the rest of the Luciano clan he planned to use the power to prove to them that he was better than all of them. Jack underwent the process and successfully granted himself super speed. He then designed and constructed himself a costume using the tracking device and material recovered from the damaged suit, the damaged speed suit Ron and Devon had to leave behind when they made their escape. The tracking device led him straight to Ron Jackson's home. After catching Ron Jackson off guard and beating him to a pulp, he then trashed his home and left him for dead. Ron's last action before losing consciousness was to grab his cell phone and call Devon for help.
Devon receiving the call and devoid of any means of transportation except for his bike hopped on it and pedaled to Ron's home as fast as he could. Fortunately the accident that he had been involved in a few months ago with the suit exploding had actually transferred the kinetic speed energy into his body and he soon found himself at Ron's house (all the way across town mind you) in mere seconds. However, due to this large expenditure of kinetic energy, the bike's tires were burnt up and the pedals had melted off. This burst of speed however brought back Devon's memories of the accident and Ron Jackson's speedy alter ego and with that he burst into the unstable structure formerly known as Ron's home, grabbed Ron and brought him down to his underground lab before the home collapsed.
Ron’s super fast metabolism and recuperative abilities had already begun to mend his wounds and he regained consciousness within an hour. Ron then told Devon everything that had transpired and right away Devon knew that Ron and the city needed a protector to stop this new threat before he took over the whole city. Ron was not at all happy about putting his young friend in danger but he knew that Devon was the city’s only hope while he was injured. So he speed-tailored a Blaque Stallion costume to fit Devon and our new hero went out to face Jack Luciano and his minions. Devon using a tracker similar to the one he had used to track Ron, sped to an abandoned warehouse just out of town where Jack Luciano operated in secret. The goons were unprepared to face even an inexperienced speedster and Devon took them down with amazing swiftness. That is until he was stopped cold by Doctor Freon and the newly christened Blaque Jackal (Jack took the name because of the way he hunted down Blaque Stallion and took him out). Frozen in a block of ice Devon was helpless. But Blaque Jackal wanted more than just this simple victory. He commanded Freon to free the Stallion so he could face him and finally take him down once and for all. So with Devon freed, the two combatants circled each other; Devon trying to get his head back into the game and Jack waiting for the perfect time to pounce and strike. Of course neither opponents were really that experienced with speed and it's many offensive uses, so it rapidly devolved into a knock-down, drag out, wrestling match. The two young warriors fought back and forth until Devon finally gained the upper hand by sidestepping a super speed lunge from Jack and sending the nimble novice careening into Doctor Freon taking both of the villains out instantly. The new kid on the block then sped them both to the local police station and then sped back to Ron. Of course being inexperienced he didn't take into account that the villains had powers that no policeman could handle and they both escaped. But Devon had still taken down two major Blaque Stallion Rogues all by his lonesome.
Ron came up with a great idea to fool the villains into thinking that he wasn't the Blaque Stallion involving the use of some clever speed tricks on the news that night to make it look like he and Blaque Stallion were two different people as he had them both talking to the media at the same time about the destruction of his home and him being "rescued" by the Blaque Stallion. The news team praised Blaque Stallion once again for saving North River City from the threats of Freon and The Jackal and threw a parade in his honor.
Later on after Blaque Stallion had rebuilt Ron's home at record speeds (a feat that the news cameras ate up), Ron and Devon sat down and talked about their futures. Ron of course wanted Devon to lie low, but Devon knew the exhilaration of super speed now and whether Ron wanted him to or not he was going to be a hero. Although not keen on teenagers being super heroes and putting their lives in danger, Ron couldn't think of anything better and he secretly relished the idea of having someone to share his experiences and the thrill of speed with. So he took in Devon as his partner in justice and a few months later he would introduce his new partner now known as Kid Colt to the media. The two speed demons would then run roughshod on the villains of North River City for quite a long time.
That is until the Rikti Alien Invasion when portals sprang up all over the city and the alien beings known only as the Rikti started storming cities around the world. Blaque Stallion and Kid Colt sprang into action instantly trying their best to protect North River, but even the two fastest men on Earth could do nothing to stop thousands of invading Rikti hordes. Over the next six months the twin whirlwinds did all that was super-humanly possible to help salvage the city. Even forming a truce with the villains of the city that didn't go underground. But in the end Ron Jackson had to make the ultimate sacrifice for his city.
Ron theorized that the largest of the portals that materialized over the city was the conduit for all of the rest. And that by taking it out the rest would follow. Unfortunately in order to prove his theory he would have to take out the largest of the portals, something that had to be done from the inside. Kid Colt was on the other side of town mobilizing defense forces so he had no idea of Ron's intentions and no chance of going with him or stopping him. By the time Devon finally got back to him, Ron had already left, seemingly to never return again. His sacrifice however gave the heroes of Earth some insight into the nature of the portals and an opening. Premiere Justice had the window that Ron provided and although they too had to sacrifice themselves they destroyed the portals for good and saved the Earth from a massive full scale invasion. But the world including North River City was badly damaged and without a central hero to bring the people together and inspire them, the city was in dire straits.
That's when Devon decided it was time to grow up and take the mantle of Blaque Stallion for himself. Unfortunately like most people thrust into a role they aren't prepared for he screwed up royally. So bad that the American Patriot had to come to town to set him straight. His first mistake? Comparing himself to his predecessor. His second was letting that comparison make him an underachiever. He figured that if he couldn't live up to the expectations of Ron, then he wasn't even going to try. He even hung up the boots at one time convinced that he was unworthy to be Blaque Stallion. Although after some trials and tribulations, Devon has now fully embraced the role of the Blaque Stallion and amazingly Ron has also mysteriously returned from beyond the grave. Only time will tell what effect this will have on our current Ebon-Clad Speedster and how Ron mysteriously survived.
Metahuman Powers: The kinetic speed energy that tainted Devon's body covered him in a kinetic energy speed field that allows him to move with the swiftness of lightning, enhances his reflexes a thousand fold, and even lets him alter his perception of time. Devon can also move so fast that he can cheat gravity, hit an enemy a thousand times before they can blink and also propel himself through the air for a short amount of time. Devon can manipulate his speed field to enhance his resistance to mind control, telepathy, and extreme heat and cold that would stop a normal person well, cold. The field can be expanded to protect whomever he may be carrying at the time. Over time with continued use of his speed, Devon's body has adapted to the rigors of super speed travel. He has developed highly efficient respiratory and cardiovascular systems, enhanced strength, stamina, agility and reflexes. If his speed field fails (as it has done in the past due to the machinations of Omega Psi) his body is still able to withstand friction and the stresses of high speed travel. Unfortunately that does not include his passengers which he learned when he tried to save someone with his field deactivated and they ended up with third degree burns. As a result he found himself in court for reckless endangerment but he was cleared of all charges.
Other Special Skills & Abilities: Devon as mentioned earlier possesses a rudimentary knowledge of physics at best and before he realized his role as Blaque Stallion was a classic underachiever. He does possess an uncanny knowledge of super heroes past and present and has mastered a set of skills that not even Ron has mastered yet. Devon has gone only as far as high school in education and currently works as an assistant manager at a local video store. Due to speed-learning he possesses knowledge of a number of martial arts techniques that he uses in combat.
Special Limitations: Speedsters generally lack any real vertical movement or long range weapons and are at a disadvantage when facing off against fliers. Objects on the ground such as caltrops, spikes, quick sand, etc can also impede their maneuverability. The Stallions rely on speed, and avoiding attacks rather than plowing through them with invulnerability and super strength so if they get hit it is usually hard. However, their heightened reflexes allows them to roll with and limit the damage of the blows they manage to get hit with.
Notable Equipment: The main tool that Devon uses to fight crime is his High Velocity Super Suit. Devon can move at just below the speed of sound without damaging his clothing due to the kinetic field that surrounds his body. But any faster and his clothes will fall apart. Because of this he uses a suit constructed by Ron Jackson that can stand up to the high velocities that he regularly reaches. Heat Reflexive and Heat Radiant as well as aerodynamically sound, in every way the suit is a work of art. Built into the cowl is a visor to protect his eyes from the shifting of light as he nears light speed, as well as infrared heat sensors, and night vision to allow him to navigate dark areas without worrying about injuring himself or someone else. A police band radio is built in to monitor crime activity as well as a comm device to communicate with his teammates.
